Department Information
The California Department of Food and Agriculture (CDFA) is statutorily mandated by the Medicinal and Adult-Use Cannabis Regulation Safety Act (MAUCRSA), Senate Bill 94, to establish a licensing program for the cultivation of cannabis and a track and trace program. The Cannabis Cultivation Licensing Program will license the cultivation of indoor and outdoor cannabis. The Office of Information Technology Services (OITS) is reponsible for the track and trace program (Cannabis Activity Tracking) that will enable authorities to track and trace cannabis throughout its distribution chain.

OITS provides centralized IT services for the CDFA. As such, OITS is leading the efforts to deploy two technology solutions, one to license cultivators and one to track and trace cannabis through the distribution chain. These projects are known as the CalCannabis IT Projects.

Job Description and Duties
Under the general supervision of the Data Processing Manager II, the incumbent will perform the role of Requirements and Test Lead for the Cannabis Licensing system, and be responsible for performing requirements development and management, quality assurance and testing, and solution analysis and documentation. The Cannabis Licensing solution is being deployed using an iterative methodology.

Additionally, the incumbent will possess excellent verbal and written communication and organizational skills; exercise good judgment and make sound recommendations; possess team building skills and maintain effective working relationships; work independently in completing assigned work; work well under pressure and meet required deadlines.

Duties include, but are not limited to:

Apply practical IT knowledge to elicit and ensure system and software requirements are properly defined and that the user’s quality objectives can be achieved.
Use various requirements elicitation techniques and communications skills to work with customers to define and document business needs, user stories, mid-level and detailed system and software requirements.
Provide requirements gap analysis and traceability to business needs/requirements.
Develop and maintain testing standards, test plans, scenarios, cases, scripts and data.
Perform independent testing, separate from the developers, to ensure that the developed or modified solution meets the user’s defined requirements and quality objectives.
Evaluate test results, prepare reports, and define any resulting newly discovered work items.
Prepare and maintain solution-related documents including, but not limited to, requirements documents, test plans, test scripts, test results, feature documentation, business process documents.
Prepare and maintain user resources such as desk guides, user training guides, FAQs, and application/feature presentations.
Conduct analysis on the progress of the development and provide feasible recommendations for corrections.

Working Conditions
The work hours for this position are Monday through Friday, 8am to 5pm.

The duties of this position are primarily conducted indoors in an office environment. The incumbent will have a workstation with modular furniture, an adjustable rolling chair, a computer with various software programs, a telephone with voice mail, and stationary filing drawers and bins. The position requires the ability to sit for extended periods of time and operate a personal computer utilizing a mouse and keyboard.

The incumbent must be able to give presentations, participate at meetings, and interact with other staff. They must also be able to: push buttons on a keyboard, calculator, photocopy machine, facsimile machine, and telephone; grasp papers, small objects, and manuals; access upper and lower files and cabinets; and exert up to 50 lbs. of force occasionally and/or a negligible amount of force frequently in order to move or position objects.

Travel to various CDFA facilities and sites throughout the state as needed using various means of transportation systems; overnight stays and weekend and off-shift work may be required.

2. Describe your experience performing testing activities (test planning and execution). What testing methodology(s) were utilized? What toolsets, if any were utilized? How was acceptance criteria defined? How were defects tracked and managed?

3. Describe a project in which you performed traceability between business needs, mid-level requirements, detailed requirements and the testing artifacts used to verify requirements, as well as the tools used to support this level of traceability.

4. Describe your experience related to requirements elicitation and testing of Commercial-off-the-Shelf (COTS) products.
